On August 3, 2022, Petitioner filed the instant habeas petition. (Doc. 1.) On November 4, 2022, Respondent filed a motion to dismiss the petition. (Doc. 11.) On that same date, Respondent filed an amended motion to dismiss. (Doc. 12.) Respondent contends the petition should be dismissed for lack of standing and ripeness, failure to exhaust, and lack of jurisdiction. (Doc. 12.)
