16 Plaintiff Paul John Denham is a state prisoner proceeding pro se in this civil rights action pursuant to 42 U.S.C. § 1983. I. INTRODUCTION On March 28, 2023, Plaintiff filed “Plaintiff’s Request for Judicial Notice in Support of Motion for Appointment of Counsel” (Doc. 41) and “Plaintiff’s Notice of Motion and Motion for Appointment of Counsel Pursuant to 28 U.S.C.
