18 This matter is before the Court pursuant to Defendants County of San Joaquin through San Joaquin County Human Services Agency (“HSA”) and Stephanie Evans’s (“Evans”) (collectively, “Defendants”) Motion to Dismiss. (ECF No. 38.) Plaintiff Victor Rodriguez (“Plaintiff”) filed an opposition. (ECF No. 39.) Defendants replied. (ECF No. 41.)
