This matter was referred to a United States 19 Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. 20 On July18, 2023, the magistrate judge issued findings and recommendations that 21 recommended dismissing the petition for lack of jurisdiction. (Doc. 6.) The findings and 22 recommendations were served on Petitioner and contained notice that any objections were to be 23 filed within thirty (30) days of the date of service of the findings and recommendations.
