18 Plaintiff is proceeding pro se and in forma pauperis in this action filed pursuant to 42 19 U.S.C. § 1983. Plaintiff filed the instant action on July 18, 2023. On July 24, 2023, the Court 20 issued an order directing Plaintiff to submit a completed application to proceed in forma pauperis 21 or pay the $402.00 filing fee within 30 days. (ECF No. 3.) Plaintiff failed to respond to the 22 Court’s order.
