18 Plaintiff Allan Thomas Rockwell (“Plaintiff”) proceeds pro se in this civil rights action initiated on April 4, 2022. (ECF No. 1). This case proceeds on Plaintiff’s Third Amended Complaint. (ECF No. 84). Before the Court is Defendant Melissa Brouhard’s motion to dismiss Plaintiff’s Third Amended Complaint. (ECF No. 86). The matter was referred to the undersigned pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302(c)(19). (ECF No. 89).
