On February 5, 2024, the Court issued findings and recommendation recommending Respondent’s motion to dismiss be granted and the petition be dismissed for lack of jurisdiction. (ECF No. 15.) The parties have now consented to the jurisdiction of a United States Magistrate Judge. (ECF No. 17.)
