Background 19 Plaintiff Malcolm Tandy Lamon Stroud, aka Treasure Stroud, (“Plaintiff”) is a state 20 prisoner proceeding pro se and in forma pauperis in this civil rights action pursuant to 42 U.S.C. 21 § 1983.
