18 Plaintiff Michael Handy is a state prisoner proceeding pro se and in forma pauperis in this 19 civil rights action pursuant to 42 U.S.C § 1983. 20 I. INTRODUCTION 21 The Court issued its First Screening Order on June 8, 2023. (Doc. 9.) Plaintiff’s original 22 complaint failed to state a claim upon which relief could be granted and Plaintiff was granted 23 leave to file an amended complaint. (Id.)
