14 GAVEN NEWSOM, et al., 15 Defendants. 16 17 Plaintiff is a state prisoner proceeding pro se with a civil rights action pursuant to 42 18 U.S.C. § 1983. Plaintiff claims that his rights were violated during a 2022 parole hearing. 19 Presently before the court is plaintiff’s amended complaint (ECF No. 14) for screening. For the 20 reasons set forth below, the undersigned will recommend that the complaint be dismissed without 21 leave to amend. 22 SCREENING 23 I. Legal Standards 24 The court is required to screen complaints brought by prisoners seeking relief against a 25 governmental entity or an officer or employee of a governmental entity. See 28 U.S.C. § 26 1915A(a). The court must dismiss a complaint or portion thereof if the prisoner has raised claims 27 that are legally “frivolous or malicious,” that fail to…
