19 INTRODUCTION 20 Plaintiff Jason Billington (“Plaintiff”) seeks judicial review of a final decision of the 21 Commissioner of Social Security (“Commissioner”) denying his application for Disability Insurance 22 under Title II and Supplemental Security Income under Title XVI of the Social Security Act.
