The 22 remaining Defendants are Blue Cross of California, Inc., Blue Cross of California 23 Partnership Plan, Inc., and Anthem, Inc. (together, the “Blue Cross Defendants”), which 24 are private health plans, along with executive employee David Mosher (“Mosher”) 25 (collectively with the Blue Cross Defendants, “Defendants”).
