ANDRE, 15 Respondent. 16 17 Petitioner, a state prisoner proceeding with retained counsel, brings this petition for a writ 18 of habeas corpus pursuant to 28 U.S.C. § 2254. This matter was referred to a United States 19 Magistrate Judge pursuant to Eastern District of California local rules. 20 On February 7, 2024, the Magistrate Judge filed findings and recommendations herein 21 which were served on the parties, and which contained notice that the parties may file objections 22 within the time specified therein. (ECF No. 23.) Petitioner filed objections to the findings and 23 recommendations. (ECF No. 24.) 24 In accordance with the provisions of 28 U.S.C. § 636(b)(1)(C) and Local Rule 304, this 25 Court has conducted a de novo review of this case.
