17 Petitioner Safder Iqbal is a federal prisoner proceeding pro se with a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2241. The parties have consented to the jurisdiction of a United States Magistrate Judge. (ECF Nos. 9, 12, 15.) For the reasons stated herein, the Court grants Respondent’s superseding motion to dismiss, denies Petitioner’s motion for summary judgment, and dismisses the petition for writ of habeas corpus. I.
