18 Plaintiff Melvin A. Parker is proceeding pro se and in forma pauperis in this civil rights 19 action pursuant to 42 U.S.C. § 1983. 20 I. RELEVANT BACKGROUND 21 Plaintiff filed his complaint on December 4, 2023. (Doc. 1.) 22 On February 21, 2024, this Court issued its First Screening Order. (Doc. 9.) The Court 23 found the complaint fails to state a claim upon which relief can be granted. (Id. at 5-8.)
