18 Plaintiff Melvin A. Parker is proceeding pro se and in forma pauperis in this civil rights 19 action pursuant to 42 U.S.C. § 1983. 20 I. RELEVANT BACKGROUND 21 Plaintiff filed his complaint on December 4, 2023. (Doc. 1.) 22 On February 21, 2024, this Court issued its First Screening Order. (Doc. 9.)
