18 Plaintiff Joseph Vincent Kauth is proceeding pro se and in forma pauperis in this civil 19 rights action pursuant to 42 U.S.C. § 1983. 20 I. RELEVANT BACKGROUND 21 Plaintiff filed his complaint on December 18, 2023. (Doc. 1.) 22 On February 21, 2024, this Court issued its First Screening Order. (Doc. 6.)
