(Doc. 1). Plaintiff did not pay the filing fee and instead filed an application to proceed in forma pauperis (or “IFP”) pursuant to 28 U.S.C. § 1915. (Doc. 2). Plaintiff’s application did not contain sufficient information for the Court to determine whether Plaintiff is entitled to proceed IFP, and on February 27, 2024, the Court ordered Plaintiff to file a long-form IFP application.
