18 Plaintiff Scott Felix is a civil detainee at Department of State Hospitals, Coalinga (“DSH-Coalinga”). He is proceeding pro se and in forma pauperis in this civil rights action filed pursuant to 42 U.S.C. § 1983 against Defendants, who are the State of California and employees at DSH-Coalinga.
