18 19 Plaintiff Scott Felix is a civil detainee at Department of State Hospitals, Coalinga 20 (“DSH-Coalinga”). He is proceeding pro se and in forma pauperis in this civil rights action 21 filed pursuant to 42 U.S.C. § 1983 against Defendants, who are the State of California and 22 employees at DSH-Coalinga. 23 Plaintiff filed the complaint commencing this action on January 4, 2024.
