The Court deemed the Motion suitable for decision without argument. (Doc. No. 12). Plaintiff did not file any opposition and the time to do so has expired. Local Rule 230(c). The Court grants Defendant’s Motion. BACKGROUND Plaintiff initiated this action by filing a pro se Complaint in Tulare County Superior Court on March 23, 2023. (Doc. No. 1-2).
