18 Plaintiff Marvin Harris is a state prisoner proceeding pro se in this civil rights action filed under 42 U.S.C. § 1983 against various prison officials. (ECF No. 1). Plaintiff claims that defendants are stealing money from his inmate trust fund account by making deductions for various court filing fees he owes. (Id. at 2).
