18 19 Plaintiff Marvin Harris is a state prisoner proceeding pro se in this civil rights action 20 filed under 42 U.S.C. § 1983 against various prison officials. (ECF No. 1). Plaintiff claims that 21 defendants are stealing money from his inmate trust fund account by making deductions for 22 various court filing fees he owes. (Id. at 2).
