16 (ECF No. 13) 17 Petitioner Norman D. Izaguirre-Guerrero is a federal prisoner proceeding pro se with a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2241. For the reasons stated herein, the undersigned recommends granting Respondent’s motion to dismiss in part and dismissing the petition for writ of habeas corpus. I. BACKGROUND In 2015, Petitioner was convicted in the United States District Court for the Northern District of Iowa of conspiracy to distribute methamphetamine.
