For the reasons stated herein, the 20 undersigned recommends granting Respondent’s motion to dismiss in part and dismissing the 21 petition for writ of habeas corpus. 22 I. 23 BACKGROUND 24 In 2015, Petitioner was convicted in the United States District Court for the Northern 25 District of Iowa of conspiracy to distribute methamphetamine.
