Six Unknown Named Agents, 403 U.S. 388 19 (1971). This matter was referred to a United States Magistrate Judge pursuant to 28 U.S.C. § 636 20 (b)(1)(B) and Local Rule 302. 21 On January 30, 2023,1 the assigned magistrate judge issued findings and recommendations 22 recommending that defendants’ motion to dismiss plaintiff’s first amended complaint (Doc. No. 23 54) be granted and that this action be dismissed due to plaintiff’s failure to state a cognizable 24 claim under Bivens. (Doc. No. 82.)
