Currently before the Court is Plaintiff’s motion for appointment of counsel, filed April 4, 2024. Plaintiff claims he is incompetent to adequately and effectively litigate this action and he has no legal training to address the complexities of this action. Plaintiff does not have a constitutional right to appointed counsel in this action, Rand v.
