BACKGROUND 21 Plaintiff Robert Medina Jr. is confined in Fresno County Jail (FCJ) and proceeds pro se 22 and in forma pauperis in this civil rights action filed pursuant to 42 U.S.C. § 1983. Plaintiff 23 filed the complaint commencing this action on June 22, 2023. (ECF No. 1).
