21 22 Plaintiff, a civil detainee proceeding pro se, filed a civil rights action under 42 U.S.C. 23 § 1983. Plaintiff has filed two motions; the first seeks the appointment of counsel and 24 reconsideration of my prior order denying counsel, and the second seeks to amend the complaint 25 and to modify the scheduling order.
