On November 28, 2023, Plaintiff filed a set of documents labeled “summons returned executed.” (ECF No. 9.) Thereafter, Defendant Stockton Police Department filed objections to Plaintiff’s purported service, noting the envelope did not contain a copy of the First Amended Complaint. (ECF No. 10.) Further, the Court noted Plaintiff simply mailed two envelopes to Defendants himself. (ECF No. 11.)
