On January 31, 2024, petitioner filed a request for an extension of time to file a motion to proceed in forma pauperis. Petitioner timely-filed a request to proceed in forma pauperis on January 12, 2024, so the request for an extension of time will be denied as moot. Examination of the in forma pauperis application reveals that petitioner is unable to afford the costs of suit. Accordingly, the application to proceed in forma pauperis will be granted.
