Defendants. 13 Plaintiff Susan Abbassi (“Plaintiff”) initiated this action with the filing of a complaint against Defendants Eric Gaudiosi and Antony Blinken (“Defendants”) on November 7, 2023. (Doc. 1). Plaintiff’s action seeks to compel Defendants to act on and adjudicate her fiancé’s filed I-129F visa application. (Doc. 1 ⁋1). Pending before the Court is Defendants’ motion to dismiss or in the alternative for summary judgment, filed January 12, 2024. (Doc. 9). Plaintiff filed an opposition on January 26, 2024, and Defendants filed a reply on February 5, 2024. (Docs. 11, 14). For the reasons set forth below, Defendants’ motion to dismiss will be granted. I.
