Bowers (“Plaintiff”), proceeding pro se and in forma pauperis in this action, 20 brings twenty-one causes of action against nine Defendants: (1) City of Porterville; (2) 21 Porterville Police Department (“PPD”); (3) Officer Jarid Skiles; (4) Lieutenant Richard 22 Standridge; (5) State of California, Tulare County District Attorney’s Office Porterville Branch; 23 (6) Alexander Cho; (7) Jonathan Juanez; (8) Ariana Luna; and (9) Jesus Luna III.
