16 17 18 Plaintiff Edward Torres is proceeding pro se and in forma pauperis in this civil rights 19 action filed pursuant to 42 U.S.C. § 1983. For reasons stated below, the Court recommends that 20 this case be dismissed without prejudice for failure to prosecute. 21 I. BACKGROUND 22 Plaintiff filed the Complaint commencing this action on November 30, 2022. (ECF No. 23 1).
