At the time Plaintiff filed his complaint, he also filed a motion to proceed in forma 20 pauperis. (Doc. 2.) However, the magistrate judge found the motion was deficient because it 21 was incomplete and was unsigned. (Doc. 4 at 1.) Therefore, the magistrate judge directed 22 Plaintiff to file a motion that cured the identified deficiencies or to pay the filing fee.
