15 Respondent. 16 17 Petitioner, a state prisoner proceeding pro se, brings this petition for a writ of 18 habeas corpus under 28 U.S.C. § 2254. Pending before the Court is Respondent’s motion to 19 dismiss this petition as containing an unexhausted claim and a claim that is not cognizable, ECF 20 No. 13. Respondent has lodged portions of the state court record in support of the motion to 21 dismiss, ECF No. 14. Petitioner has filed an opposition, ECF No. 15. Respondent has filed a 22 reply, ECF No. 16. 23 24 I. BACKGROUND 25 Petitioner was convicted in the Sacramento County Superior Court for human 26 trafficking, pimping, and pandering.
