ECF No. 16 16 17 18 19 Plaintiff brings this action against nine defendants, alleging that they violated his First and 20 Fourth Amendment rights, as well as various state law provisions. ECF No. 16. The complaint, 21 however, is difficult to understand and, for the reasons stated below, does not meet federal 22 pleading standards. I will give plaintiff leave to amend to better articulate his claims. 23
