Defendants. 16 Plaintiff Ashiana Firdosh Ali proceeds on a petition for writ of mandamus and complaint for injunctive relief. (ECF No. 1.) Pursuant to the parties’ consent and the court’s order of February 16, 2024, this matter is before the undersigned for all purposes including trial and entry of judgment. (ECF Nos. 6, 7, 8.) The defendants, Leslie Ordeman and Antony Blinken, seek to dismiss the complaint under Rule 12(b)(6) of the Federal Rules of Civil Procedure. (ECF No. 9.) In the alternative, defendants seek summary judgment under Rule 56 of the Federal Rules of Civil Procedure. (Id.)
