The matter was referred to a United States magistrate judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. On December 1, 2023, Plaintiff was mailed notice of the reassignment of this case. Doc. 9. On December 7, 2023, the Postal Service returned the mailing as “Undeliverable, Not in Custody.” See docket.
