ORDER 14 GAVIN NEWSOM, et al., 15 Defendants. 16 17 Plaintiff is a state prisoner proceeding pro se and seeking relief pursuant to 42 U.S.C. § 18 1983. This proceeding was referred to this court by Local Rule 302 pursuant to 28 U.S.C. § 19 636(b)(1). Plaintiff has paid the filing fee. 20 The court is required to screen complaints brought by prisoners seeking relief against a 21 governmental entity or officer or employee of a governmental entity. 28 U.S.C. § 1915A(a). 22 Having conducted the required screening, the complaint will be dismissed with leave to amend. 23 There are many issues with plaintiff’s complaint. First, he identifies approximately 35 24 defendants some of whom, like Governor Newsom, have no connection to any of plaintiff’s 25 claims. With respect to most of the defendants, plaintiff fails to point to facts which adequately 26 suggest they caused injury to plaintiff. A…
