ECF No. 15. 19 The motion was referred to the undersigned pursuant to E.D. Cal. R. 302(c)(19). This motion was 20 set for hearing on the papers on May 1, 2024. ECF No. 16. Defendants did not file any response 21 to the motion, nor have they appeared in this case in any way. For the reasons set forth below, the 22 recommends plaintiffs’ motion be GRANTED, and that judgment be entered in favor of plaintiffs. 23 I.
