ORDER 14 JEFF LYNCH, et al., 15 Defendants. 16 17 Plaintiff, a civil detainee proceeding without counsel, seeks relief pursuant to 42 U.S.C. 18 § 1983 and has requested leave to proceed in forma pauperis. This proceeding was referred to 19 this court by Local Rule 302 pursuant to 28 U.S.C. § 636(b)(1). 20 I. Application to Proceed In Forma Pauperis 21 Plaintiff has submitted a declaration that makes the showing required by 28 U.S.C. 22 § 1915(a). Accordingly, the motion to proceed in forma pauperis will be granted. 23 As a civil detainee, plaintiff is not subject to the Prison Litigation Reform Act’s (“PLRA”) 24 requirements regarding the payment of administrative fees. See Page v. Torrey, 201 F.3d 1136, 25 1140 (9th Cir. 2000).
