13 14 Plaintiff Michael Samuels appeals a final decision by defendant Commissioner of Social 15 Security (“Commissioner”) denying his application for supplemental security income (“SSI”) 16 under Title XVI of the Social Security Act (“Act”), 42 U.S.C. § 1381, et seq. The parties filed 17 cross-motions for summary judgment. Dkt. Nos. 20, 30. Pursuant to the Court’s order (Dkt. No. 18 19), each side also submitted statements of the administrative record. Dkt. Nos. 21, 31, 35. The 19 matter was submitted without oral argument.
