Although defense counsel attended the hearing, plaintiff’s counsel failed to appear and 15 the matter was submitted on the papers.1 For the reasons set forth below, the Court GRANTS 16 defendants’ motions to dismiss and GRANTS plaintiff leave to amend consistent with the guidance 17 provided by this order.
