Having considered the application, the Court GRANTS Plaintiff’s 15 application to proceed in forma pauperis. The Court now screens Plaintiff’s complaint pursuant to 16 28 U.S.C. § 1915, and, for the reasons set forth below, REASSIGNS the case to a district judge 17 with the recommendation that the case be DISMISSED with prejudice. 18 I.
