INTRODUCTION 10 Plaintiff David Andrews, a state prisoner currently incarcerated at the Correctional 11 Training Facility (“CTF”), has filed the instant pro se civil rights action under 42 U.S.C. § 1983. 12 Plaintiff has filed an amended complaint, which is the operative complaint in this action. Dkt. 31. 13 The Court notes that Plaintiff was convicted of second-degree murder in 2002, and he was 14 sentenced to a term of fifteen years to life. Id. at 7.
