I. INTRODUCTION Plaintiff David Andrews, a state prisoner currently incarcerated at the Correctional Training Facility (“CTF”), has filed the instant pro se civil rights action under 42 U.S.C. § 1983. Plaintiff has filed an amended complaint, which is the operative complaint in this action. Dkt. 31. The Court notes that Plaintiff was convicted of second-degree murder in 2002, and he was sentenced to a term of fifteen years to life. Id. at 7.
