INTRODUCTION Plaintiff Michael Sean Hubkey brought this action challenging the decision by Defendant the Commissioner of Social Security (the “Commissioner”) denying Hubkey’s applications for disability benefits and supplemental security income. The parties filed cross motions for summary judgment. For the reasons discussed below, Hubkey’s motion is GRANTED, the Commissioner’s motion is DENIED, and the matter is REMANDED to the Commissioner for further administrative proceedings consistent with this order.1 II.
