INTRODUCTION 14 Plaintiff Michael Sean Hubkey brought this action challenging the decision by Defendant 15 the Commissioner of Social Security (the “Commissioner”) denying Hubkey’s applications for 16 disability benefits and supplemental security income. The parties filed cross motions for summary 17 judgment. For the reasons discussed below, Hubkey’s motion is GRANTED, the Commissioner’s 18 motion is DENIED, and the matter is REMANDED to the Commissioner for further 19 administrative proceedings consistent with this order.1 20 II. BACKGROUND 21 A.
