13 On May 20, 2019, pro se Plaintiff Mary Gustafson filed a Complaint against the City of 14 San Jose and Sam Liccardo, the Mayor of San Jose (though elsewhere Plaintiff also identifies the 15 “San Jose Office of the City Attorney Allan Lipton” as another possible defendant). Complaint 16 (“Compl.”) at 1, 7, Dkt. 1. The Complaint was originally filed in the Central District of 17 California, but the case was transferred to the Northern District after Judge MacKinnon 18 determined the Central District was an improper venue.
