10 The parties have filed administrative motions to file under seal in connection with 11 WeRide’s Motion for Leave to File an Amended Complaint, the Second Amended Complaint, 12 Defendant Huang’s Answer, and the Motion to Modify the Preliminary Injunction. Having 13 considered the parties’ papers, the materials sought to be sealed and the law, the court now 14 addresses these motions. 15 U.S. courts recognize that the public has “a general right to inspect and copy public records 16 and documents, including judicial records and documents.” Whitewater W.
