12 13 Derrick J. Sims filed this pro se prisoner’s civil rights action under 42 U.S.C. § 1983 14 concerning conditions at Pelican Bay State Prison. His complaint is now before the Court for review 15 under 28 U.S.C. § 1915A. Sims’ motion for a preliminary injunction also is before the court for 16 review. 17 18 BACKGROUND 19 This action concerns events and omissions that allegedly occurred while Sims was housed 20 in Pelican Bay’s Restricted Custody General Population (RCGP) for “alleged safety concerns.” 21 Docket No. 1 at 8.
