Having considered the application, the Court GRANTS Plaintiff’s 15 application to proceed in forma pauperis. 16 Plaintiff has, however, declined the jurisdiction of the undersigned, so the case is 17 reassigned to a district judge with the RECOMMENDATION that it be dismissed with leave to 18 amend pursuant to 28 U.S.C. § 1915. 19 I.
