12 13 INTRODUCTION 14 Petitioner, an inmate at California Men’s Colony – East, filed a pro se petition for writ of 15 habeas corpus pursuant to 28 U.S.C. § 2254, challenging his 1994 conviction for attempted 16 murder. Dkt. No. 1. His petition is now before the Court for review pursuant to 28 U.S.C. § 2243 17 and Rule 4 of the Rules Governing Section 2254 Cases in the United States District Courts. He 18 has paid the filing fee. Dkt.
