I. INTRODUCTION Plaintiff, a state prisoner currently incarcerated at Pelican Bay State Prison (“PBSP”) filed a pro se civil rights action pursuant to 42 U.S.C. § 1983. Dkt. 1. He seeks monetary damages. He has been granted leave to proceed in forma pauperis. Dkt. 8.
