I. INTRODUCTION Plaintiff, a state prisoner currently incarcerated at Pelican Bay State Prison (“PBSP”) filed a pro se civil rights action pursuant to 42 U.S.C. § 1983. Dkt. 4. He seeks monetary damages. He has been granted leave to proceed in forma pauperis. Dkt. 6. Plaintiff has named the State of California, the California Correctional Health Care Services (“CCHCS”), the California Department of Corrections and Rehabilitation (“CDCR”), Chief of Health Care at CCHCS S. Gates, and the following Defendants at PBSP: Dentists Stephen Taylor and Allison Phang; Dental Assistant Juliann Knight, and Dental Hygienist Theresa Bauer.
